Road Maintenance Assessments
The Volcano Cymbidium Acres Road Maintenance Corporation (VCARMC), a not-for-profit corporation formed under HRS 414D, was established to maintain the private roads of our community. Road maintenance fees pay for operating and administering the Association, quarterly mowing, annual weed spraying along the roadway shoulders, minor pavement repairs, and major pavement repairs/improvements. Over the last few years, the costs for major repairs have increased exponentially.
Assessment amounts are based on lot size and road frontage:
- 1/2 acre: $220.00
- 1 acre: $440.00
- 2 1/2 acre: $275.00
- 5 acre: $550.00
Statements are mailed to every Member at the end of October of each year, with payment due within sixty (60) days after mailing or emailing statements. If you do not receive a bill in late October or early November, please do not assume that it is because the bill was not mailed. If you are in our Member database, a bill was sent to the address we had on file at the time of mailing.
Any assessment that is not paid within sixty (60) days of its due date (December 31) is delinquent. In the event an assessment becomes delinquent, the Corporation, in its sole discretion, may take any or all of the following actions:
a. Assess a late charge of ten percent (10%) of the amount delinquent per delinquency.
b. Assess interest thereon in an amount not to exceed twelve percent (12%) per annum.
In accordance with Section 5.9 of the Amended Bylaws, Members who have an assessment balance delinquent for a period of three (3) years or more may have a Notice of Delinquency and Statement of Lien filed and recorded with the Bureau of Conveyances of the State of Hawai’i. Attorney fees and other costs associated with the filing of liens may hinder the transfer of property title, and lessen profits of a sale for those considering selling their property in the future.
We prefer not to file a lien against a property. But sometimes it is our only recourse. We have to ensure that all Members pay their fair share of the subdivision’s road maintenance costs. While the VCARMC Amended Bylaws give the Association the authority to foreclose on liened properties, foreclosure may be considered as the very last option to collect a debt after five years of non-payment.
Only Members current on road maintenance fees have the opportunity to vote on important VCARMC issues. Members with a large balance due may choose to establish a quarterly or semi-annual payment plan. Please contact the Association Treasurer for details regarding payment plans.
NEW: Members now have more options to pay their annual assessment. To save postage expenses, it is important for Members to keep their email addresses up-to-date.
- Invoices may be sent via email or through postal mail. Continue to mail paper checks as in the past. We have a “no-monthly fee” checking account. Note that there is a $3.50 charge by the bank for each deposit transaction (may include up to 18 checks per deposit transaction). If your check has not yet cleared your bank, it may be due to holding checks to minimize transaction fees. Mailed invoices can not be paid online!
- Invoices may be emailed through our accounting software QuickBooks. Emailed invoices can be viewed and printed. Emailed invoices may be paid via Debit Card, PayPal, Venmo, Credit Card, or direct deposit (ACH). Credit cards accepted include Visa, MasterCard, Discover, and American Express. To make a payment, click on the link in the QuickBooks email. The software will conclude the bank deposit and record the transaction. Note that we pay a ‘Merchant Charge’ of 1% for Debit and ACH deposits, and a ‘Merchant Charge’ of 2.9% for PayPal, Venmo, and Credit Card charges. Keep this in mind if you really want to help minimize administrative costs for your Association.
